A graduate of Miami University and Ohio State University, he was a member of Phi Delta Theta Fraternity. He was a retired colonel from the U. S. Air Force. He worked for 33 years with the University of Akron English Department, retiring as Professor Emeritus.

Mr. Phipps is survived by his wife, Harriet; son and daughter-in-law, John and Patricia of Nashville, grandchildren, Kelly, Eric, Jason and Tim; sister, Edna Houser of Centerville; brother, Richard of St. Louis. She retired in 1974 as associate professor of accounting from the University of Akron.

He was selected for "Who's Who in Midwest" in 1973.
